We haven't yet received a letter regarding Rosa's enrollment for next
year, so I called the magnet schools recruiting office to ask about it.
The man said she was not accepted. What do we do now?

Yeah, it's getting late to START looking into options, for sure. And I seriously say the above is brain-storming--throw it out, most of it falls into flaming bits, but something useful shakes loose in the meantime.

Catholic (or other church) school is right out.
Non-church private school is too expensive.

We're moving back to the city house this month or next, so the address is not an issue....
