I’m a old fashioned guy. I believe that the family unit is ordained by God. I believe that shakin up is a sin. If I had rental property I would not rent to anyone living together outside of wedlock.

Wow. That stuff just amazes me. Why do you need an occupancy permit? Basically, you need a license from the city in order to live in your property? That just sounds stupid.
The Occupancy Permit (at least here in PA) simply means that the building meets the codes set forth for that structure in that area or zone. We needed one when my sister opened a Deli.
This is idiocy. A stable living arrangement, decent income, two adults and three children in a five-bedroom house. All that is lacking for the complete traditional package is one marriage license -- not even issued by the city, but by the state.
The variance from city ordinance should be a no-brainer; if it is not, then the city official's motives and/or competence must come into question.
