I drive through St Charles County on Hwy 40 every day. I've been watching their progress as the new roadbed is laid, but for the last month or so I've been completely puzzled. A brand-new concrete roadbed is laid and striped; it looks finished--and what do they do? They start digging big rectangular holes in it! Why?

I wondered that too! The only explaination I can think of is that they got a bad batch of concert. It looks to be about the size of one truck load in most places so I'm wondering if those spots were from a particular company that found it had bad concrete and let them know. (Glad they did now before we drove on it for a year and then it fell apart!)
