Oct. 1st, 2007 09:44 amI drive through St Charles County on Hwy 40 every day. I've been watching their progress as the new roadbed is laid, but for the last month or so I've been completely puzzled. A brand-new concrete roadbed is laid and striped; it looks finished--and what do they do? They start digging big rectangular holes in it! Why?
